This license can be applied to anything, from software to hardware to etherealware (ideas).
Doing so is easy. Just add this to your 'ware':

You can write it or say it.

TERMS AND CONDITIONS
As long as you accept Nes as a cool person you can steal as many ideas from here as you want, change them, distribute, charge for it, give it away for free, give money with it, say it's your own idea, use your own license.

You have to accept that the ware falling under the NPL can stay under the NPL. Thus you can not create a license that changes the rights of the first distributer. But that's common sense, because most countries have a law about this. If something is public and not patented you're too late!

WARRANTY
You always have the right to return the ware to it's source.
Especially if it is a web page, you have the right to hack the web server and replace the page with exactly the same information.
